The Blackburn Town Centre Partnership is a group of stakeholders from within the community established to oversee the multi-million pound regeneration of the town. Members are drawn from the Council, local businesses, cultural centres and other interested parties. Their job is to ensure the successful implementation of Blackburn Town Centre Strategy and to monitor and review the ‘health’ of Blackburn in comparison to its competitors.
As well as overseeing the extensive building work laid out in the strategy, the Partnership is responsible for forward planning for the town centre and promoting Blackburn via lively marketing campaigns. They consult on a regular basis with local residents and businesses to ensure the renaissance of the town centre is inclusive, workable and attractive to all of its users.

The Darwen Town Centre Partnership was set up in 2003 with 19 members drawn from public and private agencies, the voluntary sector and the local community. Since it's creation the Partnership has created and delivered the Darwen Town Centre Strategy for Improvement and Investment 2004 - 2010 and are now in the process of looking towards a new strategy for the next five years. In the meantime the Business Plan sets out operational targets for managing the town centre on a daily basis. The document also highlights some of the key achievements of the last strategy including the Townscape Heritage Initiative, the creation of the new Darwen Leisure Centre and Health Centre and the arrival of Darwen Academy.
