Town Centre Strategy
The Blackburn town centre strategy was prepared in consultation with local stakeholders and communities and aims to further establish Blackburn town centre as a premier shopping, working, living and visitor destination. To date it has brought a variety of social, economic and cultural benefits to the town, complementing existing heritage and development.
The strategy is a flexible framework based on three strategic themes:
- Prosperity and employment
To build on the existing employment base of the town centre and retain employment in retail, leisure and commercial sectors. - Culture and life
To create a vibrant and attractive town centre this encourages users and visitors. - Movement and transport
To create an accessible, safe and efficient town centre.
The current strategy runs until 2008. The Town Centre Partnership is in the process of commissioning a new strategy to take Blackburn forward to 2014.
