Town Centre Strategy

The Blackburn town centre strategy was prepared in consultation with local stakeholders and communities and aims to further establish Blackburn town centre as a premier shopping, working, living and visitor destination. To date it has brought a variety of social, economic and cultural benefits to the town, complementing existing heritage and development.

The strategy is a flexible framework based on three strategic themes:

  1. Prosperity and employment
    To build on the existing employment base of the town centre and retain employment in retail, leisure and commercial sectors.
  2. Culture and life
    To create a vibrant and attractive town centre this encourages users and visitors. 
  3. Movement and transport
    To create an accessible, safe and efficient town centre.

The current strategy runs until 2008. The Town Centre Partnership is in the process of commissioning a new strategy to take Blackburn forward to 2014.
